There is no universal one-metre rule
Height is often relevant, but surcharge, proximity, boundaries, pools, easements, services, water, overlays and adjoining-property risk can change the pathway for a lower wall.
Separate design from approval
An engineer designs for the site and loads. A certifier, surveyor, council or other authority may have a different approval or documentation role. The required roles vary across Australia.
Prepare before asking
Collect the address, site photos, approximate length and retained height, boundary information, nearby structures, access and known services. Then use the relevant location guide to find the current source.
Map the roles before pricing
The person designing the wall, the authority or certifier deciding an approval pathway, the surveyor confirming levels or boundaries and the contractor building the work may be different parties. Ask who engages and pays each role, what information they need, when their decision occurs and which documents become part of the construction scope. A construction quote should not be treated as proof that every professional or authority step is included.
Treat approval as a change-controlled decision
Keep the address, proposed geometry, loads, plans, source URL and review date with the approval conclusion. If the wall becomes taller, moves closer to a boundary, supports a driveway or building, changes a pool barrier, redirects water or becomes part of larger earthworks, ask whether the earlier conclusion still applies. This avoids a remembered threshold surviving after the project it described has changed.
